This skirt is designed to fit either at the waist or on the hips depending on your dress size.

The top edge/waist measures 31" and the hip measures 38".

Hi,
the belt of the dress is made with velcro. At the moment you can close it in a hip size from 90 to 106 cm (ca 35 - 42 inch). I can even make it smaller for you if you need it. The girl on the picture is having a 36/38, which in USA-size should be a 10 to 12.
